How would you increase membership and maintain the existing membership?

You need to give prospective Lions a reason to join. That means activities and services relevant to the community, and a fun environment at events and meetings.

Even then, you need to be extemely flexible to ensure young, busy people are able to participate. Even then, it's hard in this age of programmed children's activities.
