"Work with the Blind" was adopted as the main activity for the coming year. The resolution called for close cooperation between the Lions Clubs and the Ontario Department of Public Health in the examination of school children eyesight.

Fifteenth District "A" Convention
Governor Lion Osmond F. Howe, Chairman of the Board of Governors, recommended that Lions International consider appointing a Canadian citizen and a Lion to look after the formation and service of new clubs. Lions International acted upon this recommendation by appointing Deputy District Governor Lion Bruce Malcom. A salary was paid for this activity.

Note: Governor and Chairman Howe drew the attention of the delegates to the trophy donated by Deputy District Governor Roy Crandall and the Tillsonburg Lions Club called "THE TRAVELLING LION", to be kept by the club that travels the furthest at each District Convention.
Sixteenth District "A" Convention
Lion Harry Lambert of
Lion Gordon Moss appointed permanent secretary of records as suggested by predecessors. Lion Moss had already prepared a Convention contract, a book of rules governing the respective trophies and all member of the Board of Governors were sent copies of the Minutes of the last meeting.
Seventeenth District "A" Convention
Convention held aboard the steamship ėSEE AND BEE" and sponsored by the Clubs in Zone 5 under Deputy District Governor Bruce Malcolm of

The 20th anniversary of the birth of Lions International.
Note: In 1936-1937 there were 9 new clubs, a total of 60 clubs with 2560 members.
Eighteenth District "A" Convention
The Convention was held at Bigwin Inn,
At this Convention Single District "A" becomes Multiple District "A"quot;A"A"quot;.
Outgoing Governor Peterson reported the following to the delegates:
that the year just completed was the best for District "A" with sixteen (16) new Clubs bringing the total number of Clubs to 76 with a membership of over 3000;
that the great number of club in the District created a real hardship for a Governor to serve them all properly and that Lions International had agreed to sub-divide the District into three (3) sub-districts.
A Lion from Each District was to be elected its Governor. The three- (3) sub-districts elected their Governors.
It was then decided that the Chairman of the Governing Council and the Board of Governors would be one of the three Governors elected by and from all three of them.
The Board of Governors was then composed of the following Lions:

The Chairman;
’
The Governors in office;
’
The Past International President;
’
The past and present Directors;
’
All International Counselors (Past District Governors);
’
The Deputy District Governors;
’
Five Lions from different clubs elected or appointed to the Board.
International Counselor Lambert recommended that the practice of electing or appointing five Lions member to the Board be discontinued s the number of members on the Board was getting bigger and bigger with more Zones being crated and more Deputy District Governors in charge of these additional zones.
The Lions elected to serve as Governors for 1938-1939 were:

Nineteenth Multiple District "A" Convention
The "SEE AND BEE" steam ship sailed from
During this Convention Club President and Secretaries held separate meetings. The following topics were discussed:
’
that clubs pay the expenses of their President and Secretary to attend the Convention;
’
that the positions of Secretary and Treasurer be separate;
’
that there be an alternate member to sign cheques;
’
that Committee Chairmen submit a report on their activities
’
that Clubs issue a Club Bulletin;
’
that an honorarium be considered for Club Secretary.
Because of the increase in the number of Club, Multiple District "A" was authorized to add another sub-district, which became identified as A4.
The Governors elected for 1939-1940 were:
District A1 - Lion W.T.Carroll,
District A2 - Lion Herbert Hall,
District A3 - Lion Charles O. Lennox, New
District A4 - Lion William Thompson,
District Governor Lion Charles O. Lennox, District A3, was elected CHAIRMAN of the Board of Governors.
The year 1938-1939 showed a very substantial gain with 18 new clubs and an increase of 770 members. Multiple District "A" consisted of 92 Clubs.
